Security Council renews Haiti sanctions 14 votes to none, Russia abstaining; aid fund allocates $75 million

The Security Council adopted resolution 2831 (2026) on Haiti, reported Thursday, October 15, after the Haiti Humanitarian Fund announced a new allocation on Tuesday, October 13. The reports leave open how long the sanctions run and who will carry out the aid projects.

The Security Council renewed its sanctions regime concerning Haiti by a recorded vote of 14 in favour to none against, with one abstention, the Russian Federation. This paper reported the vote on Thursday, October 15. The Council adopted resolution 2831 (2026), according to UN Meetings Coverage. The regime includes a travel ban, an asset freeze and an arms embargo.

The text expresses concern at reports of misappropriation, embezzlement and diversion of public resources. It says people who support criminal activities and violence involving armed groups, or who destabilize Haiti through the illicit exploitation or trade of natural resources, may be listed. UN Meetings Coverage notes that the Council adopted the earlier texts unanimously. This vote was not unanimous.

The Russian Federation's representative said the text contains “seemingly noble elements” but risks introducing “essentially a new sanctions criteria” on misappropriation of public resources. He said his country's vote was not meant to shield corrupt officials.

The United States and Panama co-led negotiations on the text. The United States speaker said her country will keep considering designations through the Council and its subsidiary bodies. Panama's representative said: “We must step up efforts to close the loopholes which facilitate sanctions evasion.” Liberia's delegate said: “The weapons fueling violence in Haiti are not manufactured in Haiti.” Colombia's delegate said that if 70 per cent of Port-au-Prince is in the hands of gangs, then nine designated individuals and two entities cannot be the only ones responsible. Pakistan's delegate said disagreement over the appointment of Chairs and Vice-Chairs has paralyzed the 2653 Committee.

UN News, the UN's own news service, reported that the Council's panel of experts found the arms embargo is violated “on a regular basis”. It also reported that the panel found only two sanctioned individuals' accounts were reported frozen.

On Tuesday, October 13, this paper reported that the Haiti Humanitarian Fund had allocated an additional $75 million. The United Nations manages the fund, so the UN is a party to that story and reports on its own spending. According to UN News, the money will support 10 projects in 28 priority communes in the Ouest, Centre and Artibonite departments, and is meant to bring emergency aid to 507 000 people. The allocation includes 4,5 million dollars for a rapid response mechanism. Three consortiums of Haitian national and local non-governmental organizations will receive part of the money directly.

UN News gave figures for the wider crisis without saying how they were counted: 6,4 million people in Haiti need humanitarian aid, and violence has displaced nearly 1,5 million people. It said the 2026 response plan asks for 880 million dollars and is 49 % funded. It said the fund has received 125 million dollars from the United States in March and a further 75 million dollars in September.

The week left several questions open. UN Meetings Coverage says the regime is renewed for one year. UN News says the Council extended the work of its sanctions committee by 13 months. Neither explains the difference, and neither says what the vote means for the number of people on the sanctions list. On the aid side, UN News does not say whether the September contribution and the new $75 million allocation are linked. The sources do not name the organizations that will carry out the 10 projects, give a timetable for payments, or say how the 507 000 figure was counted.
